CVS has no such option, but RCS does. The ci program, which creates a new revision in a ",v" file, can override the system time when storing a timestamp. To use it, you must muck directly with the repsitory.

I have all of the tools to do the maintenance of the repository, but I need to load all of the historical data into my repository. I have the time-stamps when these files were entered into my archive and the change-log information. Is there any way to force a commit to put a timestamp on a commit? Any hacks to cvs to allow this?
