You can try cvs log -rtag1:tag2 This does give a list of all the files that were tagged with tag 1 and then with tag2 and revisions history between these two tags (including the revision of the file when tag1 was created)...
Note: however this includes files that have not been modified between the tags as they have a valid revision that had been tagged with both tag1 and tag2 ..
