mail is scanned with InterScan

Adding to it, is there a way out to unlock a specific file by a person other
then the person who has actually locked it.
eg. say a file 'abc' is locked by user 'a'. I want some administrator sort
of user who can unlock any file locked by any of the users.

Regards
Vikas
