Yes, I'm VERY SURE that b_dev is a branch off the TRUNK since files in it have revision numbers of the form x.y.z. And tkCVS shows b_dev as being off the trunk.

Sometimes people do a remedial re-branch and they remember the -F flag but forget the -b flag, and that's what happens.
