Because it is entirely possible to use CVS in a manner where this simply isn't an issue. It is trivial to determine that one is attempting to merge a binary file that is represented as a text file. Once this is noticed, the process should obviously cease as it will not work.


Furthermore, CVS does provide some facilities to use it in a non-concurrent manner adding further protections.

If you know what you are doing and what to expect, clearly using CVS and binary files will never be a problem.
