group permissions on parts of a module

I attempted to limit access to parts of my module by using group 
permissions.  The problem is than when the checkout reaches a directory 
it can't read, it fails right away and doesn't go on to other directories.

cvs server: failed to create lock directory for `<dir>' 
(<dir>/#cvs.lock): Permission denied
cvs server: failed to obtain dir lock in repository `<dir>'
cvs [server aborted]: read lock failed - giving up

The checkout was attempted with:
Concurrent Versions System (CVS) 1.11.2 (client/server)
... over ssh
