Peter Connolly's cvs_acl2 will be in the contrib directory with
cvs-1.12.10 as cvs_acls.in.

For now, you can grab a copy from cvs directly from this URL:

  https://ccvs.cvshome.org/source/browse/ccvs/contrib/cvs_acls.in?rev=HEAD

There is also a cvs_acls.html file in the same directory.
