Specifying "HEAD" would be meaningless (and perhaps also misleading
since it is defined as simply "the latest rev in the repository" without
respect to branch).
I think it doesn't work becasue the 'cvs log -rREV::' magic only works
for real (non-branch) tags -- or at least that's what it seems.
Unfortunately "cvs tag -r BASE my-special-private-BASE ." doesn't work either.
"BASE" (and "HEAD") are poorly implemented (i.e. not uniformly
implemented) and they are not extensively tested either.
