Robert, Hmmm - you appear to be right - must be a bug in recent WinCVS builds. WinCVS 1.3.17 is ok (and is the latest stable according to the docs on the wincvs.org page - but not the links...). You can get it from here: http://prdownloads.sourceforge.net/cvsgui/WinCvs13b17.zip?download
If you are using WinCVS then you are actually using CVSNT (it comes bundled with WinCVS).
