CVSNT (GPL/open source) is the default CVS for windows (it is bundeled with WinCVS and TortoiseCVS).
If you are using a windows server then links for CVSWEB and ViewCVS for windows are here: http://www.cvsnt.org/wiki/ViewCvs and http://www.cvsnt.org/wiki/CvsWeb You can also view modules using the "ls" command - but I dont know if Tortoise supports this yet (I'm fairly certain that WinCVS does).
