I installed them both (in turn) I had trobles with WinCVS (can't remember what) so I went to TortioseCVS. That wouldn't let me update/commit files to and from my "sandbox" that lives n a network drive. So I'm exploring other options. But they don't, so I'm hesitant on installing things I don't know where things go.
