The most recent version of my pvcs2rcs.pl script is distributed with CVS in the contrib directory. After it runs all you need to do is move the generated RCS file into a CVS repository. I checked at least one of the other links you were sent in response to this question and it looks like a derivative of one pvcs2rcs.pl, but possibly one of the early versions. I've fixed quite a few bugs in pvcs2rcs.pl over the last few years and I know it works pretty well.
