We use CVS with Oracle.
Our developers use Toad for thier development, and then export thier code as text files which are then checked into CVS. We have some scripts which check out the pl/sql from CVS and apply them to the production instance using Oracle's sqlplus.
I think that Oracle's jDeveloper has some CVS interface capabilities, although we have not investigated this extensively.
