    cvs admin -NBR_MYBRANCH:x.y.0.z the_broken_file

for suitable values of x, y and z.  Verify with 'cvs status -v'.

Can you redraw the diagram carefully ?  The revision numbers on
the branch can't be what you say, since they must have four
components.  They are probably of the form 1.2.2.n instead of 1.2.n,
but I can't be sure since you may have other branches rooted at
1.2.
