What I meant is that some (if not all) cvs admin commands are intended to be used to make changes to the repository in an administrative manner and will effect changes on the files stored in the repository. Furthermore, the command cvs admin -kto is a 'server affecting' command. That is to say, it will change the default behaviour of variable expansion done by cvs on the file _in the repository_.
