Given your reluctance to upgrade at all 1.11.20 is your best choice.
There should be no issues upgrading to 1.11.20 unless you were doing some behaviors which were contraindicated for a long time like: moving or deleting branch tags without -B. using Checkin.prog and Update.prog functionality. Method options (used by WinCVS & CVS 1.12.7+) in CVSROOTs are ignored. see the following link for full details up through 1.11.19 https://ccvs.cvshome.org/files/documents/19/746/NEWS.1.11.19 Not sure why 1.11.20 is not listed in the archive directory.
