Because of cygwin, you get a different message than is normally found. the canonical message is "cvs server: cannot open /root/.cvsignore: Permission denied" If you or someone else feels up to it, the manual should probably be updated to include "cvs server: cannot open /nonexistant/.cvsignore: Permission denied" in all the places you find the above message.
