Yup, that is true. CVSup is intended to allow for many read-only
secondary copies of the repositories.

If you are using cvs 1.12.12, you might look at some of the CVS write
proxy features to allow a secondary to either connect to a primary or to
redirect your client to the primary to do commits.

You might also be interested in looking at commercial replication
solutions... (a google search for 'CVS replication' should help ou learn
more about this topic).
