The implicit format strings were deprecated in favor of configurability,
so to stop seeing the deprecation warnings, change the above line to
explicitly specify the old, implicit default:

ALL $CVSROOT/CVSROOT/commit_prep -r %r/%p %{s}

And add the following line to your CVSROOT/config:

UseNewInfoFmtStrings=yes
