Yes, with a couple of minor amendments: before using 'cvs remove' delete
all branch tags from the original location, and make sure you only
delete non-branch tags from the new location.
We have not used branching and tagging in any way - if this makes any
difference.
That makes it easier, then - just omit the steps about tags. On a
tangental note - do learn about tags and branching. They can save you a
lot of effort.
