You'll have to excuse my ignorance I'm afraid - I'm strictly a TortoiseCVS user so I'm not overly familiar with the command line options... :)
Anyway, the output I posted was from the CVSNT client, and yes, if I explicitly request 1.25 I can get 1.25. In fact, we have found that if we ask for a revision at some future date then we get the latest versions as we would expect, so at least we can get our sources in the meantime!
