  Sorry, by "ran cvs admin -l with no space", do you mean that the drive
holding your repository is completely full?

  If the drive is full, CVS is going to fail in many quite exciting and
unpredictable ways.  And in particular, if the drive really is so completely
full that there isn't space for it to create a lock dir, I can see why it
was sitting there retrying and failing forever.

  Don't run CVS commands against a repository on a full drive[*], it's way
too dangerous, you could even end up losing data.  Clear some space on the
drive first.
