If you are running CVS server on windows then you are most likely running CVSNT. Please direct all CVSNT Server questions to: http://www.cvsnt.org/cgi-bin/mailman/listinfo/cvsnt or news://news.cvsnt.org/support.cvsnt
You can set CVSNT server to read only mode using the control panel if you are using a recent version. And yes you can simply copy the repository from one server to the other.
