I have two files in my working directory that are not currently up-to-date and not currently being edited.
If I delete both of these files and do a "cvs update" both come back to my working directory but one gets a "444" attribute and the other a "644" file attribute. I checked the source repository and they both have 444 attributes there and also checked the CVS/fileattr file in the source repository directory and nothing about file attributes are here.
