I don't know what manual you are quoting from, but it is not correct. The official manual (http://ximbiot.com/cvs/manual/cvs-1.11.21/cvs_12.html#SEC98) states: $Name$ Tag name used to check out this file. The keyword is expanded only if one checks out with an explicit tag name.
