This feature bites me too sometimes (using -r removes empty
directories). My take on it is that empty directories are better created
by your build tool. Or at least have your build tool check that the
directories exist and tell the user what to do if they don't (cvs update
-d -r)

I haven't tried this, but checking out without -r or -D, then issuing
'cvs update -r (or -D)' may work.

What is the purpose of these empty directories?
