I agree with everything Larry wrote.

Keep development on the trunk and always branch/tag the whole repo.

One variation is to use a "magic branch" (CVSNT only -
free/GPL/Linux/Windows/Unix/Mac).  A magic branch is just like a
"normal" branch but only actually creates a revision when the file is
different from the trunk.
