CVS doesn't require telnet. Simply deny users shell access (I'm not a UNIX admin, so I don't know how to do that - something like setting the shell in /etc/passwd to /dev/null, isn't it?). CVS does, however, require that the user has write privileges. Set the repository privileges to 775.
