Technically, moving the file out of the Attic is not resurrecting it. The Exp state signifies the file is alive - someone must have explicitly resurrected it and it is only a bug that failed to move it out of the Attic when it was resurrected. Not searching the Attic for files on the trunk is an optimization for the common operation and the correct behavior. But yes, if you want the file truly removed from the trunk, then moving it out of the Attic, updating a workspace to the trunk, and running `cvs remove file' is the way to accomplish it.
