That implies that you have an entry in your CVSROOT/rcsinfo file that
points to a file that doesn't exist (the one metioned above).

I think I figured out the culprit. I'll bug him tomorrow about it.
I was confused, as /usr/local/cvs-repository/CVSROOT/rcsinfo.template does
not exist anywhere.
Our CVSROOT it set to somewhere else. But, I looked into our real
$CVSROOT/CVSROOT directory, parent to all good.
THere was a rcsinfo file that had been update during that day everything
started to break. It had a line setting DEFAULT to
/usr/local/cvs-repository/CVSROOT/rcsinfo.
And, it was user read only file.
By just getting rid of the $CVSROOT/CVSROOT/rcsinfo on the CVS server, all
worked good. I'll post more if I find out him saying " oh I did that". Or,
read up more on how $CVSROOT/CVSROOT works, as I have happily been able to
ignore that areas most of my dev career.
