Although Arthur is correct that CVS itself does not support branch acls, I believe that CVS can support it using the cvs_acls script. As to which is better at doing it the way you want, I don't know ... you may want to experiment.

if you are using a fedora (mine is core 4) system you will find the cvs_acls in:
/usr/share/cvs/contrib/cvs_acls

and I think doing what you wanted has been discussed in the past on this list, see the archive:
