If you are using CVSNT on windows or linux/unix/mac then just set
ACLMode=normal in CVSROOT/config and then use 'cvs chacl':

Note there is a cvsnt specific newsgroup you should use for CVSNT

Not sure if this is the proper forum to ask; is it possible to limit
some users access permissions to read-only in CVS running in Windows
server?  I know how to do it for CVS running on Linux but I need help on
