Have you considered 'upgrading' to CVSNT (yes it runs on linux, yes it is open source) has access control, plus audit, merge tracking, user defined changesets, commit ids (what svn calls atomic commits), rename and more: http://www.cvsnt.org/manual/html/chacl.html You can still use cvs clients like 1.11, 1.12, eclipse etc but going to CVSNT is a one way operation (it writes things to the RCS files that CVS 1.11 and 1.12 don't know how to understand).
