I would like to know how to freeze the CVS tag files so that no one else
can change that tag and admin should have privilege to freeze and
unfreeze the tag.

You could guide me any perl script which freezes tag / branch.

(other methods listed in that thread)

cvs_acls[1] may help, and it was probably in your distribution, i.e., do a `locate cvs_acls`. documentation for it is at [2], and perhaps could be found by `locate cvs_acls.html`.
