Cyrus treats a user's INBOX as having 'anyone p' set implicitly. 
Otherwise it would be too easy for a novice user to unknowingly prevent
mail from being delivered to his/her INBOX.  If you are truely trying to
prevent mail from being delivered, either remove the mailbox (permanent
failure) or set the quota to 0 (temporary failure).
