No it is not, you define it in Cyrus with 'setquota' in 'cyradm'. Here's some output from cyradm:

hostname> lq @domain.com
 STORAGE 1222377/2097152 (58.2874774932861%)

You will need a 2.2.x version for virual domain support though..

What we do here is define a quota root on '@domain.com' this in effect gives you a shared quota for all users within a virtual domain.
