I don't think starttls is to blame, since the problem goes away if I
switch to point 11143.  Moreover, it turns out I get the problem with
evolution and thunderbird.  So it's more likely a network filtering
problem. 

Still, starttls does seem fragile, and slow to connect.  When I tried my
tests with thunderbird, it reconnected so quickly that you could hardly
tell that it was reconnecting about once every two or three seconds.
In contrast, Gnus is slow to connect, and fails with an error when the
connection is dropped rather than automatically reconnecting and
continuing the operation.
