Are you using a remote SMTP server?  Perhaps it is unavailable.  Try
connecting some other way to verify.

If it's an Emacs issue, you could M-x toggle-debug-on-quit RET, then
hit C-g while it's hanging and post the stacktrace.  But you say you
have to reboot so that may not work.
