I never want to see a post with headers like these

Currently I firewall block them, but there is still the first occurrence
which shows up in my "XXX-Potential-Spam" group before I can add them
to my firewall chains.

How would I accomplish this please?

I had thought that since there was no "To:" line, they would be bounced
 but apparently not.
