I have attached an EMail the Pat McGinty has sent back to the group. No doubt Pat has
contacted all of you already regarding this.
BEFORE you agree to switch, there are some unresolved issues yet.
The biggest issue I presently see has to do with the cost of bandwidth. ICN is
advertising the cost of $60/Mbps, but then charges the AEA and additional $38/Mbps. I
don't see how the AEA can absorb the additional costs when schools increase their
bandwidth. For now I would assume the cost to the school will be $98/Mbps. This will
change what ICN is saying to be a $270/Month charge to a $308/Month. There may be
other charges that will also have to be charged back to the schools for increased
bandwidth as well.
I wish I could be more specific on costs, but ICN is pushing this through without much
time to understand all the ramifications of this technology change. I understand
their urgency due to the location of techs to make the change. It looks like an ideal
solution, but I see some problems that could arise.
We are working on answers to the AEAs questions as fast as we can and I hope by the
middle of next week we should have an answer.

Advantages of Ethernet:
1. Increased bandwidth - move from 1024K CIR to 1.5Mb
2. Future increases do not require installs, only minimal programming fee
(plus increase in monthly)
3. Ethernet is a LAN technology - IT directors are most familiar with.
4. If you are not an aggregator, router may not be needed. Circuit could go
direct to your hub or switch. AEAs who aggregate traffic will still need to
route that traffic.
Incentives to commit to moving to ICN Ethernet service.
1. Receive the full 1.5Mb of throughput during current E-rate period at no
price change.
2. Flexibility in planning increases. With Ethernet, the aggregating
school (with ICN classroom) may purchase bandwidth increases at $ 60.00 per
megabit.
3. Avoid installation charges if you commit to Ethernet within the next
week.
Costs:
1. No changes in your current $ 264.00 monthly ICN charge through the end of
this E-rate year.
2. Beginning with the next E-rate year the school cost will increase to $
270.00 for a 1.5 Mb circuit, which aggregates to the AEA.
a. New Ethernet pricing based on the following Monthly costs:
$ 180.00 Port charge
$ 60.00 per megabit of throughput. (i.e.. 60 x 1.5Mb= $
90.00)
$ 270.00 Total
Please Note, You must have an ICN FOTS room at your school to participate in
ICN Ethernet connectivity.
. Remember increase your bandwidth this year (to a full 1.5MB) without any
increase in this E-rate funding year. Also all Installation charges will be
waived if you sign up now.
