After much thought, I have decided to go with the Lightspeed system.  Here is 
my reasoning.

1.  Standardize our systems between Jefferson and EG since we share a tech 
person.

2.  Content filter of the lightspeed system is superior.

3.  Lightspeed system has more features to use.

Some downsides and why I would still recommend the CIPAfilter to small district.

1.  Cost - $4700 for Cipa, $1700 each year after.  The lowest we can get from 
Lightspeed is $2000 per year (assuming that 2000 lic are sold in our aea), but 
you also have to have the server for it and SQL lic.

2.  Tech support from CIPA is the best I have seen in years.  They know the 
product, know networks and immediately get to work to make corrections.  They 
also implemented some of the features that I wanted.

3.  There is nothing to really maintain with the CIPA filter, they assured me 
24 hour turn around time on getting me a new box if mine went bad.

4.  Finally the $1700 is guaranteed for as long as I want the product (as long 
as I keep under 200 machines).

That is my final talk on the CIPA Filter.  Next week Chet will be installing 
the lightspeed system and I will return CIPA to the company!
