Overview: SILO Repeal /State Penny/Property Tax Equity Bill Passes Senate Ways
and Means Committee on a Partisan Vote. HF 2663
<http://coolice.legis.state.ia.us/Cool-ICE/default.asp?Category=BillInfo&Service=Billbook&ga=82&hbill=HF2663>
was approved by the House with a strong bi-partisan vote of 59-41. However,
the bill just cleared the Senate Ways and Means Committee on a partisan vote
with two Republicans taking a pass on the bill. This partisan vote casts in
doubt the plan to debate the bill in the Senate tomorrow. We have to work fast.
Sens. Angelo, McKibben, Noble, Ward, and Zieman voted against the bill moving
forward. Sen. John Putney and Houser passed and jeopardized our ability to
bring the bill to the Senate floor. Without sufficient indication of Republican
support on the floor, progress might be in jeopardy.
Call the Senate Switchboard (515) 281-3771 and express your extreme
disappointment and follow-up with an e-mail to your senator and tell them:
We need your vote to move this legislation forward. The governor has indicated
he will sign a bi-partisan bill, but without sufficient republicans voting yes,
the bill won’t move forward. Your lack of support might kill it and leave us
with no equity, no property tax relief, and a SILO pool ripe for the picking to
solve the state budget next year.
This is about equity and property tax relief. Don’t lose sight of the benefits
over the politics of the constitutional amendment.
Although a constitutional amendment would be better protection, HF 2663 is more
secure than the current SILO pool. These protections don't exist in the current
SILO pool. A yes vote means you want to protect this pool for infrastructure
and property tax relief, even if the constitutional amendment doesn't get
attached to it.
There are millions of dollars of property tax equity reduction in this bill and
residential sales tax reduction, too, which doesn't happen if we keep the SILO
pool as is.
