Usually in your city cable franchise agreement there will be a statement about 
who should get free cable services. Usually it is the city offices and the 
schools. It may also require the cable company to provide some local access 
channels.

Since I am apparently a cable repairman now....... How is everyone
getting their cable TV in their districts?  I was under the impression
