Is the path to the MySql accurate? Also check that there is no white
space at the end of your config.php file it should end with ?> abd
then nothing else.

Are guest accounts open? When I click the log-in link and try to
access the site as a guest, I do get a cookies error message.

Ok. Can someone take a look at this page and see what they think

We are running PHP 5.2.9-2 and MySQL but not sure what version
that is. It is the latest version I know. But we can't figure
out what is doing this too our moodle site.
