If I violate the states DUI rules, they do not care if I need my car to go to work. Why is computer access any different. They may need to find alternate ways of getting assignments done, like at home, the local library, a friends house. There may be exceptions, but those are made on a case by case basis. No different than the courts allowing a DUI violator to have a work permit.

My 2 cents.
