It depends. The HTTP path of your WebDAV collection must be properly encoded 
(see RFC3986 "percent-encoding 
<https://tools.ietf.org/html/rfc3986#section-2.1>").  Your DAV client may store 
any UTF-8 string in the {DAV}:displayname 
<https://tools.ietf.org/html/rfc4918#section-15> WebDAV property on the folder.

It sounds to me as if this is an issue of the DAV client rather than Cyrus? Do 
you have  a chance to test the client with another DAV server to see if results 
differ?
