I think in the very olden days you could get away with just never configuring 
search indexing.  If someone did a SEARCH, it would be potentially very slow 
without indexes, but it would still work.  I think the main reason you would 
configure search back then was to make it faster, but if your users expect 
search to be slow and don't complain when it inevitably is, maybe you never 
even think about it.

As I understand it, the search is much better these days, but unlike before it 
can only see what's indexed, there is no slow fallback.
