If the local part does not exist, then such mail will not reach cyrus at
all, and no sieve script (even if global) is executed.
You should confifure your SMTP server, to check for existence of mailbox
immediately ater receiving RCPT TO, and return permanent error. Thus you
will not reply/bounce emails to non-existent addresses. Google for
backscatter and your SMTP server.
If you really want to use sieve on non-existen addresses, you have to
make a wildard alias (catchall address), but I do not recommend doing that.
