Yep.  3.10 and 3.12 both use mailbox version 19, so after upgrading your 
mailboxes to 19 for 3.10, there wasn't any work for it to do on 3.12.

I hesitate to call the step "unnecessary" though.  You should always do it, and 
let it decide whether there's work to perform.
