This probably isn't your problem, but I always wondered why you could not 
change directories in Windows or dos on another drive by typing in CD 
D:\myfiles

Did you type the drive letter + colon ( d: )to switch to the cdrom drive 
before doing CD \dirName?

or if this CD was made with a burner, did they close it out after copying?

If none of the above, I had a problem once like this and it turned out to 
be a bad processor.  Basically Windows 98 setup would not run; or, would 
start but crash.  Another possibility if you are running plain ol' dos -- 
check tsr's:  mouse drivers, etc...  I assume you checked for a loose ide 
ribbon cable on the motherboard end?
